The consumable dollar program relies on registered vendors selling registered consumer products. A registered vendor is a U.S. based Retailer. The Retailer must be registered with the Treasury department. They must be incorporated in the U.S.
The registered vendor can offer for sale to U.S. Citizens wanting to use their consumable dollars to purchase U.S. made consumer products from registered U.S. manufacturers.
